I kind of agree even though I do consider Tool to be prog metal. I see it with bands like Muse and maybe the Decemberists. Some of their stuff is prog or proggish but to be considered prog you need more than just a few songs or more than just one or two albums(unless the band only put out one or two albums). Phish could be another example. I don't know them that well but aren't they usually just considered a jam band? Some of their stuff might be proggy but I think most of it is jam band stuff.

Regarding the issue of like vs. dislike, it's not hard to recognize the "progressiveness" of music you don't like.  I love Tool.  On the other hand, I absolutely hate Emerson Lake and Palmer's music.  I think it confirms all the negative stereotypes used by people who criticize "progressive rock".  I do recognize ELP's innovations.  Using a specific set of musical elements - longer songs with multiple parts, unusual time signatures - to define  "progressive" music limits it.  It's how the uninitiated (those who don't have much experience with "progressive" music) think of it.  It's unfortunate, and it doesn't help us expose great music to those who don't know it.

^I would venture to say that the ratio of people who responded to this endless poll Shocked as to liking or disliking Tool  is about 50/50.
 
But the question you asked was "Is Tool prog?" And we answered you regardless of  whether we liked the band or not.
 
That's what makes PA so awesome at times.

Back in 92-93 something I saw them playing on an alt rock festival in Belgium.
The opened with the riff from 'A Passage To Bangkok'.

They've always been one of my favourite bands, when not THE favourite one, but I've never seen them as a prog ensemble, in a 70s sense. More like alternative metal. If you consider calm-storm-building climaxes and non-traditional song structures as prog, then sure, they have that aspect in many songs. Anyway, a lot of the 70s prog rock dinosaurs, while in progs peak (first half of 70s), wrote many pop and rock songs.

For me it's kinda like what Gazpacho are for indie and alternative rock.

I confess I don't think the last album was too hot. Several really good songs, but overall a disappointment compared to the previous three albums.

I know they hit it (somewhat) big with Undertow, which probably is why I noticed them in the first place, but most fans of the band these days have a tendency to overlook ir for the subsequent three albums. -Well at least the people I've met who're hugely into the band. Might be the other way around elsewhere, I can't say for sure.
 
That would really surprise me. Imagine Caress of Steel being overlooked...nope! Tool is a band with only four full albums since 1993 (and the 4th is already a decade old). That's an average of an album every 5.5 years. Every Tool fan knows all their albums. They need to get off their arses (or Maynard needs to stop hiding in his groves) and wrap the new album. For a band whose players can cite Rush as an influence, you'd think they'd note how productive those "old" guys are. LOL
