This is hard. I vote for the Velvet Underground to make it a tie (and because I support the inclusion of VU in PA - they are the inventors of Art Rock after all).

PS: Thanks to Youtube, just heard Murder Mystery, not my cup of tea, but has a great organ and some coherence, something Revolution 9 lacks of

I do not own any albums by VU but even with the spoken word style of vocals The Murder Mystery has some continuity in the music. Revolution 9 is total nonsense and a waste of space on the album. I wouldn't vote for it if it was running against itself.

Speaking of Pink Floyd, didn't Syd Barrett try something similar to "The Murder Mystery" with his "Word Song"? Of course, assuming it was deliberate, I don't think Syd's attempt was as successful as the Velvets.
Back on topic, as for the Beatles at the their most avant-garde and the last gasp of the Velvets in the realm of avant-garde, probably the Beatles, if only for John's ramblings.
