I think Devin Townsend is actually a brilliant vocalist. If he is the best, well debatable, but one of my favourites. Other vocalist I love are Damian Wilson, Benoit David, Jon Anderson, Peter Hammil and Ted Leonard.

A vocalist must be a showman/showwoman as well as brilliant singer. I love many who have been mentioned, and would include The Moody Blues' Justin Hayward as well.
My overall favorite remains the amazing Jon Anderson, shown here during the "Solo Albums" tour, singing "Relayer." His latest work with Anderson-Ponty Bands shows that his vocals are still strong as he enters his 70s!

Yeah, I have gotten a few Devin Townsend albums lately, and indeed he is great. Not sure if I would say he has a particularly great voice, but the way he sings, and all the things he does... for me he is something like the new Peter Hamill... he will do anything he thinks works for a song, and not just sing along. Besides, I think he is the only singer that has actually made me enjoy grunting and growling or whatever... most of the time those things put me off songs... and if the song is good enough to like it anyway, it will be despite the growling and not because of it, nor will I like that aspect of the song. However, with Devin, he does it just the right way, and I do like it... well, not always, but there are a few songs in which I do enjoy it.
John Wetton, Greg Lake, Jon Anderson and Ian Anderson (at his best on APP) probably not now.... The prog related... Plant Byron and Gillan. Most versatile... David Bowie and probably Freddie Mercury. Best who is also an amazing guitar player, Adrian Belew, and Jimi Hendrix. Zappa got guitar players who could sing so... Ike Willis. Great voice, anyone who can sing about Illinois Enema Bandits and Stairway has gotta have something going for him.

If you are talking about best singers who are also amazing guitar players, I would definitley put Gilmour in the list... for me personally, above both Belew and Hendrix. For me much better singer than Hendrix, and at least better (though not much better) than Belew... and I also like him as a guitar player better, even if he may not be so flashy.

Best female singer is in my opinion someone no-one has mentioned yet, perhaps because the band she sang in is not that well-known (undeservedly; they made some excellent albums). I am talking of the great Inga Rumpf of Frumpy. Here a few examples of her:

Best Prog Singer?
In my opinion, Peter Hammill because he has the widest range of expression. He can sing with a beautiful lyric voice and also in a harsh and frightening way. I'm not a big fan of his solo work though.
