Will there ever be experimented with super serumes so that they can create super-soldiers, will we see Captain America like humans or Luke Cage like dudes with impenetrable skin?

Probably, but someone will kill the scientist who comes up with it just after they try it on one noble individual. Will they ever wear a mask and a costume? That I'm not sure about.

Propoganda mostly, and the same can be said for many of the comics at that time.

And as for the OP, no. I suspect far more money will be spent on remote and AI controled drone warefare instead, public opinion these days certainly has far less apitite for soldiers dying than it used to in decades gone by.

They won't create a super soldier. What's the use if he can be killed by a single bullet or mine? Manpower is expendable in today's wars; it is firepower that counts.

The Defense Advanced Research Projects Agency (DARPA) has a $2 billion yearly budget for research into creating a super solider as well as developing a synthetic police force. Working with the human genome, DARPA hopes to manipulate certain gene expressions. In experimentation, DARPA and the military industrial pharmaceutical complex are using natural abilities that are enhanced through genetic engineering.

Some of the medical feats DARPA would like to enhance are the ability of military soldiers to regrow limbs destroyed in battle.

By eliminating empathy, the Department of Defense (DoD) hopes to “enhance” a soldier’s ability to “kill without care or remorse, shows no fear, can fight battle after battle without fatigue and generally behave more like a machine than a man.”

Scientists are researching the construction of soldiers that feel no pain, terror and do not suffer from fatigue as tests on the wiring of the human brain are furthered by Jonathan Moreno, professor of bioethics at Pennsylvania State University. Moreno is working with the DoD in understanding neuroscience. The Pentagon allocated $400 million to this research.

I can see a robo-cop style of human soldier with computer-controlled prostheses before I see a serum/DNA generated super-soldier. The advances in artificial limbs and organs is already quite remarkable. Marrying the bionics to computer technology is only a matter of time; in fact, mind-controlled prosthetics are already on the market.

we have had those dreams since Promethius age, and when we believed that Golems could be created from clay and magical formulas.
 
I think both Mary Shelly and Robet Luois Stevensen, touches on these themes in Frankenstein and in Strange Case of Dr Jekyll and Mr Hyde, Shelly in a physical and metaphysical anner, with mixture of premetheus myth and Da Vinci mechanics, and early enlightenment philosophy
 
While Stevens touches (to my mind) on the New founds and Darwins writings, and Freuds writing, as they are comperative to Stevenson, Stevenson who was early a physician/medicin student, was interested in medecine an biology i guess, and i sence a comentary to Origin of Spieces in the dialoges between Jekyll and Lanyon, is a reflection (imo) on the debate between pro Darwin and anti-Darwin in Stevensons time.
