I voted Sweden as a country of Samla Mammas Manna, Anglagard, Anekdoten etc.

difficult choice

Sweden was an obvious choice in the 70's & 90's and still running ok nowadays
Finland was big in the 70's & 00's, but has been on a low in the 10's
Norway has been the strongest in the millenium, IMHO
Denmark was ok in the 70's, but has been almost nowhere since

Sweden.

Finland is great at symphonic metal, though.

I don't have much from Denmark, have quite a bit from Finland, and heaps from Sweden and Norway.
I'm leaning towards Norway......

Sweden has its share of talented bands I admire a lot too. But at this juncture, I'm going for Norway.

Sweden. I know little Finnish prog, but there are some good ones. Norway is booming with 2016 being a good year for Norwegian prog.

Difficult. When I counted the bands, Denmark was last in line, mostly metal.

Also I had to ignore non-progbands (Neneh Cherry, a-ha, Abba, etc.)
Sweden and Norway have great bands, but Finland has: Uzva, Tasavallan Presidentii, Taipuva Luotisuora, Hidria Spacefolk etc.
 
Funny thing is Øresund Space Collective is Danish/Swedish.
 
I think all in all, Sweden is at top, because almost all music from, Sweden is topnotch.
I should have voted for Finland, because they have a lot of ethnic influences in their music (Uzva, Hidria Spacefolk etc.)
 
But I voted for Sweden because of Abba...
 
Just kidding, I voted for Norway because of this queen:

Finding it very hard to choose.  

On the basis of current scene it would be Norway, no doubt.  

If considering all time, and especially if we look at total music scene rather than just prog, my heart belongs to Heart Finland Heart

I think Finland is a part of Scandinavia as a historical whole. I often visit Suomi and I saw many Swedish there. And in music too.
By the way, I heard a fine music on every street in Stockholm. Not a prog, but it's always beautiful - the folk, the rock and so on. And I think ABBA has many prog elements.

Yes, many wonderful bands almost in every small Finnish town. Finnish music admires me.Clap
But in prog rock I vote Swedish scene.

The only one of these that I'm not crazy for is Denmark (though they still had the fantastic Culpeper's Orchard back in the day).

Norway's put out some great stuff recently, but I think I'll have to vote for Sweden. And Finland is the winner if we only consider jazz fusion.
