In terms of over all popularity they are(at least in the US). First tier would be Pink Floyd, Yes, Genesis, ELP and King Crimson.

you should go by how often a band is discussed here and not by sales. VdGG may not be liked by all here, but they are certainly very often discussed. hardly a feat that a second tier band would achieve

If I was going to do that then Dream Theater and a whole bunch of more obscure bands(not that DT are obscure)would be considered first tier. I'm going by over all influence in the prog world but also in music in general. None of the three bands in this poll(although they are all great bands) have the over all popularity or influence of Yes, PF, Genesis, etc. Also, lots of bands are very often discussed. They can't all be in the first tier. Anyway, I didn't make this up so please don't shoot the messenger. TongueWink

Gentle Giant for me. Great players and innovators, with a handful of truly great albums under their belt.

I probably would've voted Camel in the past, but now only their first two albums and Rajaz are really of interest to me. And I probably would've voted strictly against Van der Graaf Generator in the past, but I've started warming up to them, too.

Camel -- their first five albums are great as is everything from Dust and Dreams on. There are virtually no songs I do not like on these albums. Gentle Giant is a very close second.
When I like a song by Van der Graaf Generator, I REALLY love it. But other songs do little for me (I don't hate them, they're just nothing that I'd want to hear again and again.)

For determining quality I agree that the whole tier thing is irrelevant. Usually it's meant to refer to a band's popularity or over all influence. For example it's conceivable that the bands I mentioned as being first tier could all eventually be inducted into the r&r hall of fame. It's far less likely any other prog bands would be(and certainly not the bands in this poll but that's not meant to be dismissive of their quality because quality does not mean popularity necessarily and vice versa). My relegation(so to speak) of these bands is based on spending the past twenty years on prog forums and going by what the so called experts and over all general consensus of prog seems to say as far as what is first tier, second tier etc. Again, it's not something I came up with on my own(same thing with the term big five or big six).

the Electric Light Orchestra are in the rock 'n roll hall of fame, so I guess you consider them to be first tier

No, because I don't consider them to be prog in the sense the other bands are. They are more of a pop band imo.
