To answer the question here I don't think it was ever "official" just like the prog genre never officially ended. No punk band set fire to a mellotron(that I know of) and no prog band put up a white flag to surrender. There was no official statement saying "Prog is dead." There was also no official statement from Phil Collins or the rest of the band saying "we are no longer doing prog." The easy answer would be once they started having big mainstream success and top ten hits. However, it was a gradual process with Duke being possibly the best representation of a transition album and as others have stated they never totally shed prog regardless.
