Nope, completely pre-dates metal. It's just heavy progressive music. There are lots of examples. Retrospectively calling these "prog metal" is wrong. 

Also putting labels on things stinks. Music is to be enjoyed, not dissected.

Well, I'm glad you're here at PA where there's no labels for different music, sub genres, musical eras, etc., etc. Tongue

Two big flags on this, from what I can see. Metal seldom uses straight flanged guitar for a "power" riff. And Lee's walking, boogie-style bass line (kicking in around minute 6) is just too standard rock to call it metal. 

Really, nothing in this song strikes me as more characteristic of metal, than a style of heavy rock. Maybe around minute 8, but the lack of distortion on Lifeson's guitar still detracts from that impact.
