I am trying to find more bands that are crazy and weird like Cardiacs, PoiL or Mr. Bungle. Just to clarify I am not looking for bands like Univers Zero or Henry Cow. I want more energetic and frantic type music.

I cannot think of anything at the moment, but maybe you could try Hyderomastgroningem, by Ruins. It is quite similar to Magma, but more modernized I guess.

I'm currently listening to Deep Turtle, who would fit that description pretty well (though slightly on the punk side of things).

Deep Turtle was a great band from great nineties alternative movement in Finland! Others greats from the sametime are Radiopuhelimet, Circle, Sweetheart, Keuhkot, YUP. In the eighties in US there were two that Deep Turtle took influences: Minutemen and Nomeansno. Of course there were bands like the Pop Group and the Birthday party in the end of seventies & begin of eighties.

While both occasionally border on metal, Naked City and Secret Chiefs 3 are among the most eclectic and delirious bands I know (the latter with members from Mr. Bungle). Among the RIO bands without the chamber feel of Henry Cow or Univers Zero, there are the obvious examples of Samla Mammas Manna and Etron Fou Leloublan. For something REALLY manic, if not particularly creative, there's always the bizarre, almost babyish antics of Melt-Banana.

Based on your suggestions, I strongly suggest listening to A Lonely Crowd (Melbourne, Australia) - they are certainly frenetic though not ridiculously so.

I only have their "Transients" album but all their music can be heard on Bandcamp (here) and they are on PA too (here).

I was surprised and confused to apparently see them referred to as "metal," (which I'm not very fond of), but I guess there are two bands with the same name, hey?
The one we refer to would certainly seem to qualify for the criteria here. They are definitely well worth checking out!

There are a few bands with this name, one is apparently a Singaporean death metal band (!). The one on PA are indeed well worth checking out.

Indeed, that is some very funny, frenetic, weird metal! I can just imagine playing that first screaming track at all the wrong occasions--a funeral or wedding, perhaps.

I made it well into track two but then I had to turn it off, just because modern ultra-fast metal music mainly makes me feel anxious, like being trapped in a loud, clanging, banging, blaring, honking, crashing factory would.

There's no denying the humour and diversity there, though.
