From the list, Richard Sinclair. His voice is at the heart of Caravan and later with Camel. But Mariusz Duda of Riverside and David Longdon of Big Big Train are also quite superb. I also love Peter Nicholls of IQ (but he's an acquired taste) and Steve Hogarth. And Derek Dick is pretty good too.

Femalewise, Annie Haslam is obviously wonderful, but Heather Findlay and Olivia Sparnenn are superb too.

I second... erm... third Jon Anderson. And seriously no mention of Greg Lake and Peter Hammill yet? (I know that Hammill is not everyone's cup of tea, and he may not have the best voice, but the way he uses it is mindblowing.) Also, Mark Hollis, and Christian Vander, though he isn't exactly a singer, but a drummer who occasionally sings and does that stunningly good.
