The Tear Garden is a band/project headed by Legendary Pink Dots singer Edward Ka-Spel together with cEvin Key (Skinny Puppy) as regular members. They have produced some seven albums over the years, starting from 1987's Tired Eyes Slowly Burning. The sound of The Tear Garden is dominated by electronics and Edward's very characteristic voice. Most of their music has a melancholic or dark tone, fitting their name. Although they rely on sometimes monotonic rhythm and standard tonality, they use a very broad spectrum of sounds, experimentation, and non-standard song structures, with many quite long compositions, occasionally north of 10 minutes, very often between 6 and 10.
Citing from the Psychedelic/Space Rock description: "Experimenting with new studio technology, electronically altering instruments and voices, was a part of this altered approach as well.  (...) Psychedelic progressive rock music may contain the elements previously described in varying combinations, but the artistic perspective of progressive rock is another factor. (...)  The pioneering acts of this genre assimilated krautrock elements like repetitive hypnotic beats and electronic/ambient soundscapes as they moved away from the common musical and compositional approach. The synthesizer with its bubbling tones and spacey patterns, provoking a gliding flow, is a typical instrument of this genre. Guitars are by preference played with glissando technique and delay/echo effects are heavily used, and elements originating from reggae/dub are fairly common. Several bands combine their live performances with trippy lightshows using random fractals. Albums in this genre will often include at least one long meandering jam based on a main theme, where loops and wavelike fluctuations provides slight variations to this structural foundation."
I think The Tear Garden fit this perfectly. Actually pretty much any random song found on youtube should confirm their progressive credentials, but I link three here just to rest my case.
