I find Yorke's voice to be less plain than Maynard's.

Maynard has a great voice but yorke is more expressive, I prefer him

You cannot compare Maynrd's or Thoms voices they are at both ends of the spectrum, Maynard has the better 'rock' voice, big, strong an powerful like in the grudge or parabol/parabola even when he is singing quietly it still has power, almost mystical at times. Thom on the other hand its not as powerful, quite frail by comparison but his voice is soft and gentle, you can feel his lyrics like on fake plastic trees or in paranoid android.

So whilst Maynard has the power Thom has the feeling.

Thats my view anyway and I love both Tool and Radiohead.

Yorke by far.  Green Plastic Trees.  You cannot get more emotional and expressive than Thom Yorke.  Plus his singing style is more innovative, different, unusual, and amazing.
