Devon Graves/Buddy Lackey (Dead Soul Tribe/Psychotic Waltz/Ayreon) should also be up there.  He has an amazing voice.

I like the voice in Angra (first couple of albums) André Matos

It has a feminin quality to it, He convinced on the Kate Bush cover Wuthering Heights

The current singer (Edu Falaschi) is quite good also, sounds a bit like Bruce dickinson of iron Maiden, apparently he aplied for the singing job in iron Maiden when Bruce went off to pursue a solo carreer, he didn't made the cut, but he's a decent singer.

He is even better than Labrie, in term of emotion and range. If you want to hear him sing in his maternal language, check out Sagrado's last album 'A leste do sol, oeste da lua', he guests indeed on one song : "Bem aventurados", his performance on this song made me want to dig Angra's early discography.

This is impossible! I can't choose between Russell Allen (one of the most talented vocalists anywhere), and Mikael Akerfeldt. I like them both so much...

Don't get me wrong, I love a lot of Dream Theater, but Labrie's vocals live are an embarrassment; yes, I have the live albums, and yes, I've seen them a few times, too - the man couldn't carry a tune in a bucket!

People may or may not like LaBrie's voice, but I too have seen DT live, and the man is an extremely talented singer.

That applies more to his band Strapping Young Lad than to Devin himself.  His only solo album I've really given a good listen to is Ocean Machine, but it had a really spacey Hawkwind kind of vibe to it, and I don't see how it wouldn't be considered prog.
