Voice of Eye, USA.  According to Bradley Smith's book they are "America's most important progressive group of the 90s."  And yet I can't find anything about them.  I have one CD called "Vespers" which was pretty good as I recall (haven't played it in ages.)  Smith says it is "ritual sound, a combination of the ambient, industrial, trance, tribal, and raga genres, sleepy space music on an epic scale.  Outside the conventional, brilliant, masterpiece stuff."  (heavily condensed and paraphrased). 

If I can find further info I will post.  Anyone else familiar with them?
