hmmm, not a huge fan of mogwai, gotta say tortoise on this one, although i only have milions now living and TNT. mogwai gets a little bland at times and when there is so much other post rock out there to listen to. . .

Tortoise takes, bakes, and eats the cake on this one. Mogwai has a problem of not being very progressive. They've barely expanded on their original concepts and haven't released a good album since Happy Songs of Happy People. Tortoise not only continues to write interesting music, but have experimented in their approach quite a bit. The tortoise fellows are considerably better musicians too. However, I don't really consider mogwai to be post-rock (and neither do they). instrumental rock for sure, but post rock? I don't know about that.

Tortoise. Mogwai are a fine band, but Tortoise use a much wider variety of instruments and have a much more varied sound, which makes them much proggier.

Both of these bands are pioneers of the post rock genre. Both make fantastic music, pick your fave between the two.
