I think it shouldn't be capped, five stars meaning something different in PR aside, because some users may believe that some PR albums actually qualify as prog.

Agreed. A band's classification is based on what they are most known for. It's possible that PR bands have released 100% prog albums. And no one should think something in PR would be a 5 star prog album without reading the reviews first.
