There have been a few prog bands who have done prog metal albums such as White Willow, Mastermind and maybe Arena but what about prog metal bands who have done prog or symph prog albums. The only one I can think of is Opeth with their 2003 album damnation. What are some others?

Prog metal bands... So like Dream Theater with Metropolis Pt. 2 - Scenes from a memory? Or Epica in Design Your Universe? Or possibly Germany's own Vanden Plas with Christo, or The God Thing? And finally maybe Queensryche's Operation Mindcrime?  --- All are amazing albums (in my opinon) and recommend buying if your into the metal-ish and symph prog world, especially Epica. Hopefully that answered some of your question?

Iīm not very sure about that concept, mainly the prog metal bands are more agressive playing complex music and rarely they could change their sound for a future album, although Pain Of Salvation has changed their sound for 70`s hard rock in their new album as well ... I dont remember any prog metal band playing an album without metal sound being only prog rock..

Dream Theater - Falling Into Infinity: although many despite it, I find it to be a splendid modern Prog Rock album with some alt. rock influences.

Isn't one of Ayreon's albums more prog than prog metal? One of the Universal Migrator discs I think but I'm not sure which one.  Maybe some others by them also.

Sure, you got the reason. Thatīs what I tried to say, they have a heavyprog point in some albums (I think just to win more fans), but not like bands as Rush or Opeth, or even Atomic Rooster who had a more constant "agressive" line in their albums.

PT sails among several seas, I suposse.

I think the OP is asking for non-metal progressive albums by prog-metal bands. I would recommend this:

Except for a couple of growls, it's completely soft music, jazzy and dreamy. A bit similar to Opeth's Damnation and Maudlin Of The Well's Part The Second (which I assume the OP knows).

Your thinking of the first disc, The Dream Sequencer. I'd also add maudlin of the Well's Part the Second as an excellent Prog Rock album from a Prog Metal band.
 
And White Willow's Storm Season IS NOT metal. There is heavy distortion on the rhythm guitar but thats it.

Pain Of Salvation's Be strikes me as a deeply progressive rock album with only a few metal elements.

WW's storm season sounded pretty metallish to me. I guess I don't listen to enough metal or prog metal. 

I guess maybe you also wouldn't consider Deep Purple, Led Zeppelin, Rush,Uriah Heep, Blue Oyster Cult. AC/DC, Def Leppard or Van Halen metal huh? Hey I knew one guy who didn't consider Black Sabbath heavy metal.

I was about to say that. They're newest album Road Salt One isn't metal at all, but I wouldn't even come close to comparing it to symphonic prog either.

Thats an unfair comparison, metal in the 70's and early 80's is very different to metal today, the bands you mentioned if they started today would be hard rock and not metal, but they were definitely metal in the 70's. Yeah, Storm Season has that heavy second guitar running through half of the album or more, but the rest of the band play in a distinctly non metal way, so what I hear is an excellent symphonic prog album with a heavy slant.
 
And another suggestion to list, Borknagar released an excellent acoustic album in Origin, then there's Epicas Score, which is more of a classical album than anything else.
