A band that does happy songs really really well is Moon Safari. Check out songs like Blue Bells and Yasgur's farm. Your grin will extend beyond your face.

To me, Caravan are the quintessential "happy" band, and "Golf Girl" one of the happiest songs ever written in prog. Hatfield and the North's "Share It" comes very close.

"E' Festa" by P.F.M. is a very happy tune and always brings my spirits up.
