Helios, a band from right here in the US is pretty droney-ambient type stuff but they sound alot like a many post rock bands:

I'll get a full album for a proper evaluation, as judging by these samples alone my vote would be an easy "no".

Alex: You can stream all of Eingya on Grooveshark. I'd recommend checking out the debut Unomia, it's probably the most post-rocky overall. Ayres also has plenty of proggy textures and structures IMO.
For what it's worth, after familiarizing myself with his entire discography, I find it to be most definitely progressive.
