I do not believe there is a bug in the system. I did not reset your post-count to 10, and I do not know if one of the other Admins did or did not. Since we Admins think and act independently we support each other's decisions implicitly so I cannot bump your count back up to over 50 without the agreement of whoever may have done it, assuming that anyone did. It's tough, but that's the way it is. We also don't make public any punishments we dole out, so even if you had been punished, I could not possibly confirm that in a public forum post.
 
One of the reasons Newbies cannot create now polls is to prevent them from flooding the Poll Lounge with multiple polls - the idea is that having to wait 50+ posts before being able to make a poll should give the Newbie enough time to learn the ways of our forum - basically to get to know our netiquette and not be annoying.
