Melodical prog with elaborated vocal arrangements...   much of Yes and Spock's Beard / Neal Morse come to mind, as well as already mentioned Renaissance.
Try Spock's The Kindness Of Strangers, very good balance between melody and progginess IMHO, and good vocal harmonies.

There is a point that should be taken but then I would suggest that the question was very bad, and could be considered worse by someone that knows music. Almost ALL vocal music is based on some sort of melody, but something that is vocally driven itself ... there really is only one that you and I can mention that pretty much fits this, but the melody part? ... very questionable ... and that is Peter Hammill.
 
I'm thinking that the first reply should have sent the person to go listen to Puccini and Verdi!

Maybe. I was just trying to answer the question to the best of my ability with the knowledge that I had since the fella had a problem with the classic prog records. I was never a big fan of Puccini and Verdi, though I might give them a few more listens. At least you've mentioned those composers. Any compositions in particular?
