I haven't been able to find much on this guy, other than that he is French, and was doing Berlin school style electronic soundscapes around the seventies/eighties.

I'll mention him to Philippe, but here on my second listen - I can safely say that he would fit rather nicely in PE.

Found nearly everything Jean-Luc Hervé Berthelot has done, on bandcamp for FREEHeadbanger.  he has quite a few other electronic projects that fit under Prog Electronic, than just Jihel.

So, might as well suggest his other Projects for inclusion.

Zreen Toys (Avante-Garde, Experimental)
Flying Species (Ambient, Electro)
Tales (Ambient, Ethno, Electro)
Elemental Noise (experimental, Ambient)
