I know it's a stupid question, but should the person on the bench on the cover of Selling England by the pound symbolize England ? Or rather what the cover means as a whole?

The cover was painted by a wonderful artist (now, sadly, dead) called Betty Swanwick, and, from memory, it was Gabriel who saw her work, and decided it would suit the new album.

BTW, the lawnmower was not on the original painting. It was added owing to I Know What I Like.

I think the bench is neither here nor there. The whole album, including the pastoral English painting, is designed to be a paeon to an England that the band, and the rest of the country, knew was disappearing fast. It was also designed to be rather sad at that passing.

The painting is called "The Dream". Lazland is correct in every detail.
 
Selling England was described by the band as their "English" album, whereas Lamb Lies Down was their "American" one.
