I really can't find much on this guy, other than that he released two albums in 1974 on the Opus One label. I feel that he should be here since it's very early A-G droneing synth work, and somewhat similar to some of the more A-G German electronic experimenters. Also he has only released three songs, the ones on his solo album  "Electronic Music By Randall McClellan" being longer than this one.

Unless you can produce some clips more in the prog electronic vein - as described here at PA, I'll say no. This is far too stagnant and 'undeveloping' to find a place here. 
I looked him up on google and found something about "The healing power of Music" with Tibetan connotations and the man himself referred to as a Phd. 
Interesting, though not an artist I can see within the confines of PE.

In 1979 I took Music courses with Professor Randall McLellan while a student at Hampshire College where he taught.
The classes included THE HEALING FORCE OF MUSIC

When I returned to Maine I passed the course syllabus on to musician/composer Kay Gardner
who used it in her manuscript  which later became published dealing with the healing force of music.
