It is interesting, and I do hear some Primus here, who are on the site as prog-related. A lot of the rest is more suited, IMHO, to JMA rather than prog archives.
As RIO is well outside of my "comfort zone", I would like David to have a listen as well, in order to get a consensus. However, my feeling is a no, with recommendation to seek PR status (at best).

Interesting surely, but I echo your sentiments Steve.
This is like 90s surfer punk with shouty vocals and some truly fabulous bass work. I really dig this stuff, but I'm afraid it ain't avant nor RIO for that matter. PR perhaps, but then they need someone championing them for inclusion.
