Queen's Nevermore and You Take My Breath Away are not too Prog but they are suuuuuch good songs.
Of course Love Of My Life too, but she will probably already know that one.

This is a cheesy one but somehow came to mind, Take Away My Pain in DT's Falling Into Infinity is not about sexual love but about John Petrucci's love for his father who passed away.

Trains - Porcupine Tree (get the live version from "Arriving Somewhere," it's far superior)
Laboratories of the Invisible World (Rollerskating the Cosmic Palmistric Postborder) - maudlin of the Well
"The hero's journey is the journey from strength to weakness."

First off, there's no words. Second, assuming it can be attributed to a love song, one of the lovers in question either has to be a Lovecraftian horror or a psycho in the vein of Annie Wilkes.

Back on topic, "Still...You Turn Me On" by Emerson, Lake & Palmer is a good one.
He looks at this world and wants it all... so he strikes, like Thunderball!

The song makes me cry...not gonna lie. So it must be a good love song.

I'm a little surprised no one's yet mentioned "Lost: Dance In the Sand and Sea/Dance In the Frost" by VdGG.  It's about lost/unrequited love, but I'd still call it a "love" song.
"I am the one who crossed through space...or stayed where I was...or didn't exist in the first place...."

Some that have not been mentioned:
Sigur Ros - Hoppipolla
Gentle Giant - Think of Me With Kindness
Slint - Nosferatu Man
Caravan - Golf Girl
Explosions In The Sky - Your Hand In Mine. Instrumental, I know, but the title, feeling and atmosphere of the track certainly depict a love concept.

Whether or not the lyrics actually reflect it, I've always thought King Crimson's Matte Kudasai was a pretty romantic sounding song.

I wouldn't call either Cinema Show or The Musical Box a "love song," per se; one's about a guy who wants to bed a girl, one's about a ghost who wants to rape a girl.  Sexual desire =/= love.

Spock's Beard - With Your Kiss
Shadow Gallery - Comfort Me
Shadow Gallery - Vow (I've actually considered to use this one for proposing, if I ever happen to come to that point in life.)

Falling stars, dueling oboes and unconscious prayers - Rain Before the Morning out now!
