I'm not sure it's that good of a thing... I'd rather talk of depenelasiation of some drugs in some cases (small quantities)

I do live in the Netherlands during the week, and coffee shops are legal, The actual distribution of these CS is handled legally by the Hell's Angels (it's a way to include them in society).
But as you can probably guess, the fifth thing they did was to distribute start illegal/hard drugs under vthe cover of that legal distribution...

And to be honest, if it's nice to have CS dealind with marijuana (and "magic mushrooms" shops are also legal), and the coolest thing to do is sit on an Amsterdam terrace rolling a doobie and sparking it up, while sipping on a Belgian Trappist brew, while chewing the fat with the police agents (OK, they won't sit down at your table, they're on duty), I don't think most other country's population is ready to handle such freedom (and that includes Belgium, US, UK or Canada), because there isn't that rational and civilian responsability that the Dutch have...

It's little wonder that border towns to Belgium and Germany have severely closed or restricted the coffee-shops in their territories, because the foreigners simply don't act cool enough... they just can't handle this freedom kindly offered by the Dutch society.
