Think of the Oompa Loompa songs from the recent Charlie and the Chocolate factory and you get the gist of what Oingo Boingo is.

Oingo Boingo is from Southern California, LA Area.  There front man was Danny Elfman, now Movie composer.  It's why the Oompa Loompa Songs sound so Oingo like.  Because Elfman and Oingo are one and the same.  In fact, the Veruca Salt song is Elfman's voice singing the vocals.  The best way to get introduced to Oingo is to check out the Farewell concert either on DVD or CD.  I think you can rent it on Netflix.  Almost everyone that has never heard of Oingo before I play them this show becomes a fan.
