I always consider the New-Wave duo of Trevor Horn and Geoff Downes (or Buggles) as Proggy New-Wave.......

Jade Warrior is often regarded as New Wave Prog. Amazing band, I'll post a few videos later when I'll have some more time.

I can't really think of any bands that do full albums of 'new wave prog' but can think of a few songs that could fit that description. Like this one from a Neo-Prog band:
 
 
Some Post-Rock bands dabble in something similar:
 
 
This band is not on PA and never will be, but everyone in the group except the keyboardist and nude model lead singer worked with Frank Zappa in the '70s. This is one of their few songs that sounds like something former Zappa bandmates would come up with:

Robert Fripp's "Exposure" and his band "League of Gentlemen" fit into this category nicely!  

Another band often overlooked is Gang of Four.  Check this out, Andy Gill just NAILS the guitar!  He really channels Belew!

What you need is Jon Hassel's collab with Eno called Fourth World vol 1: Possible Musics. Sounds and feels like a close cousin to KCs The Sheltering Sky.

Of course already widely known, but Bowie's Scary Monsters and other of his 80's works fit that style too. I personally love Scary Monsters! Thumbs Up

Takling heads : Remain in light & Fear of music, I don't think you will get much closer
But David Sylvian's Gone to Earth (with Fripp) is a close second
Then there is Adrian's Lone Rhino album, Eno and Byrne My life in the Bush.....
David Byrnes : the Cathrine Wheel
Another great album in this genre would be David Sylvian & Robert Fripp : Damage Life (even though its a bit late for the wave label)
