It tends to be the vocals more than the songs so I could pick a whole load of things featuring Greg lake, John Wetton, Pete Nicholls (IQ), Roger Hodgson, Rick Davies and Justin Hayward. The last two also happen to come from my home town which is a nice coincidence. How about these for starts:

Question - Moody Blues
Epitaph - King Crimson
Take The Long Way Home - Supertramp (or anything else from Breakfast In America)
The Magic Roundabout - IQ
Fallen Angel - King Crimson

what always works is John Carson when he cries out "does it matter to you" on Arena's "Solomon" ...

And for sure Fish belongs to that list with a lot of songs, but probably the most emotional songs are "Cliche" from "Vigil in a wilderness of mirrors" and "Sugar Mice" from his Marillion days.
