Hackett. 
IMO his career and resume better than Howe. I think Howe's career like a "Sinus Graph" (for Example Asia band). But if I want to compare them by zoom to "Guitars playing" or their "Technics", I can say they are amazing and both of them are master.
Honestly "Genesis Revisited" lives force me to choose Hackett. And his solo albums are better than Howe's (IMO),

I personally prefer Hackett, especially his solo albums.

I voted Howe but as someone else said I'm not exactly sure why. Of course Hackett is the greater artist by a considerable margin but Howe manages to create real beauty with his guitar while Hackett just impresses the hell out of me (but that's allWink)

Howe and Hackett show clearly what being an artist really means. Just like you give a brush and a canvas to an artist and a gifted one will come up with an original painting that will look nothing like another artitst. These two guys are both prog guitarists ---sometimes they play the same brand of guitar---yet they rarely sound anything alike. Their approach is so different. But their art moves me --Howe is more versatile and Hackett's acoustic approach I like a little better, plus his solo stuff is amazing. And I'm grateful for all the great playing they have given us (even GTRLOL)

To be honest I don't know very well Howe's discography, obviously it might be at least as well interesting, but I dare to say that I'm still waiting to appear another guitarist who is capable of composing a piece of music in such a genuine style like the FAN-TAS-TIC "The Red Flowers of Tachai Blooms Everywhere" (Spectral Mornings), composed by the formidable composer Steve Hackett. 
This piece is one of my favourites of him, even being a short track, and coincidently it is the very first Hackett's music that I happened to know, I remember that very first time I listened to it - I was listening to an obviously extinct prog music radio station during the 80's and I got so damn stunned that I thought Steve Hackett was having a "insight" when he composed that fabulous music... hahah, well I guess that "insight" is only for the budist monks isn't it? I think I would better ask to Cat Stevens...

That's a beautiful song, Rick Robson. Spectral Mornings is a masterpiece IMHO. The song The Virgin and the Gypsy never fails to leave me in a trance. He really poured his heart and soul into that album I think.

Steve Hackett is technically more refined, but I can't say I like his playing very much.

Howe. Far more memorable riffs. It seemed to me Hackett's guitar was often overwhelmed by keys in the mix on Genesis albums.
