Not exactly prog, but Blood, Sweat, and Tears' Spinning Wheel sounds rather circus-sy towards its end.

iamthemorning's 5/4 is great example of this I think.

Also, there's Sigur Rós Sé Lest, that has a brief wind section that sounds a little bit 'circusy', like a marching band playing circus music.

Also, Diablo Swing Orchestra music can get a little circus-like from time to time, though right now I can't think of an exact song.

Definitely, especially in the opening song, "La roue" (The Wheel)Clap. Another recent album that often hints at circus music is MoeTar's Entropy of the Century.

Kayleurs mix is fantastic i checked most of those songs on youtube good stuff yo. I would like to point out that while early seventies Genesis didn't sound much like a circus, they look very theatrical and sometime circus like with Peter Gabriel in flower costume and such.

EDIT: Renaissance - Trip To The Fair (not quite circus)

Trip to the Fair was the first song that came to mind.  Its not circussy all the way through, but it nicely blends a circus-like theme into a larger work. 

Also thought of Circus of Heaven by Yes. Musically, this doesn't sound too like the circus, but the subject matter is.

The end of Lizard by King Crimson, The Big Top, is very Circus like. I heard a reviewer say it was probably to bring the listener back because the first song on the album is Cirkus
