Hackett by the diameter of the universe.
Hackett is an internationally acclaimed classical guitarist, an innovator in that he was (amongst) the first electric guitarist(s) to adopt tapping techniques and sweep picking and a far more accomplished soloist.
Fripp is good at heavy riffing and fast cross picking, but compared to Hackett, he's not a great soloist. True, he is a master of effects, but the result is pretty uninteresting to me. And he's even marginally more boring as a stage performer than Hackett.

getting alot of Crimson in my bones lately, and boy Fripp is one hell of a guitarist. he gets my vote, but Steve is still great despite this!!

Gonna vote Hackett. If I wanted to listen to some guitar playing and asked to choose between the two, I would rather Hackett because I find his playing more expressive and often evoking a haunting quality. Fripp's appeal is a little more cerebral and he scores over Hackett more on account on his ensemble playing. As a member of a band, Fripp has more to contribute, imo, but as a soloist, Hackett stands out. The fact that he could do so even despite Banks's best efforts to drown him out under a mountain of keyboards itself speaks volumes.

He's guitar is drown because of his tone (low-mid), often not suited for live settings and hard to get into the mix in the studio.

Difficult, but Robert Fripp is definitely more talented, even if Hackett gets some killer melodies and tones in his solos. Both are legends though

Like them both, and both have had some incredible peaks and huge influence, but over the course of his career I think Hackett has done more of what I personally like, so he gets my vote, personal reasons only. All the respect to Fripp though

Both are maestros but Fripp is , along with Hendrix a rock music monument. Very close competition though, I would have loved hearing both together.

There are some things Steve does on the electric guitar that don't make an interesting, coherent solo. I find him to be much more expressive as an acoustic guitar player. Robert impressed me on both instruments (especially in the early 70's), so it is anybody's guess who I'm voting for here. Not just a great technical player, but also a very expressive one.

Steve Hackett is very expressive on electric guitar depending on which track you choose. On "Spectral Mornings" he is God of the Andy Latimers and David Gilmour's in the world. Fripp has played electric guitar solos having almost the same affect on me...like on Eno's Here Come The Warm Jets or during Bowie's Berlin period...or even on recordings by a folk band called The Roches.

^ Yeah, for some reason I'm not a fan of "Spectral Mornings". Using two-three ideas for six-and-a-half minutes doesn't quite cut it for me. And I don't like the melody.

Well then, you must not prefer the style because the melody is beautiful. It's far from being a complex piece, but not a long shot when you compare it with Anthony Phillips "Nightmare". Many of the ideas repeat endlessly and the music is more dependent on the melody of the piece by taking a back seat to complexity. It's just a different method of writing that may not appeal to you.
