Complexity can occur on a variety of levels - chord changes, rhythm, time signature, counterpoint, instrumentation, etc. 

Full-on non-stop complexity can be difficult to listen to (not that I can think of many artists that do it - some of the Derek Bailey ensembles like Arcana come to mind) - I think a lot of the classic prog utilizes complexity but in tension with other factors - Yes is a prime example - Close to the Edge - the "I get up I get down" section is very simple but allows the next section to explode in a way it wouldn't if it just appeared out of nowhere.
