^Thats's not really a surprise, Queensryche and 80's Fates Warning arent exactly full on Prog Metal, so heading more towards the metal side of things instead of the prog might get you more of what you're looking for.

for high-pitched vocals in a metal environment, you might like non-prog metal but quite close to the burgeoning power/prog-metal of the eighties :
- Helstar's 'distant thunder' and 'nosferatu'
- Helloween's 'Keeper of the seven keys' pts I & II
- Overkill's 'horrorscope'
- Metal Church's first three albums

ZEITGEIST. They are completely unknown and they released only an album in 1995 (The Eyes of Time), I uploaded it all on YouTube and I think that it is simply wonderful. Heavy/Prog in Shadow Gallery/Queensryche style with a fantastic melodic touch.

Tad Morose - their debut album is from 1993 (Leaving in the Past) and Sender of Thoughts are quite enjoyable
Crimson Glory - I think they were mentioned, but I emphasize LOL - great band
Fates Warning - especially the albums with Ray Alder from this period are great
Late 80s/early 90s  Voivod albums are quite good as well.
Psycho Drama - they had only two albums but excellent band  - Illusions (1995) and Bent (1997).
Veni Domine is an interesting band, I recommend it.
Conception - definitely a must listen
and an obvious choice - Threshold.

This is an old thread, but I figured I'd throw in a couple relevant matches for the OP. Hope this is helpful :)

Top Picks:
Sanctuary - Into The Mirror Black (1990)
Throes of Sanity - The Upheaval (1995)
Heir Apparent - One Small Voice (1989) might scratch that Empire itch!
Engine - Engine (1999) Ray Alder Fates Warning vocalist side project

Secondary Picks:
Screamer - Target: Earth (1988) - closer to early  Prog/Power sound but worth looking at
Titan Force & Fifth Angel - both bands put out 2 records of not proggy but technically solid shiny US power metal. 
Arch/Matheos - original Fates Warning singer with FW guitarist. Like old FW vox over newer FW prog metal.
Drive - Characters in Time (1988)
Alias - Metal To Infinity (1989)

I guess the OP is no longer around here, which is too bad, because I'd love to recommend one of my favorite melodic progressive metal albums by a band that is no longer.
 
The final album by Eternity X was a concept called The Edge released in 1997. Just fantastic. They had added keyboardist Jamie Mazur, making them a quintet, and he really added to their sound.
 
 
 
Here are a couple songs from the album before that one, Mind Games.

The full albums are on YT. Give The Edge a proper listen from beginning to end. They weren't Fates/Maiden clones, by any means!

Kooga - Across the Water (only Album from that band from Wales)
