I think it has to do
with the votes getting split more by those who are not so into the
melodic rock/AOR side of Prog (and those who are not so into the symph
side of things). For those who like their music more "out there", or adventurous some might say, it
might be harder to choose a category than with those who like their music, well, different from those who are into more avant gardeish music. I know that most that I know who love RIO/Avant for instance
also love Krautrock, Canterbury, Zeuhl, various JRF artists and some of the acid folk bands for instance. I would think that quite a few who voted for Symph before are now voting Neo.
