I don't know about the States but here in Britain, many councils are axing most of the their libraries.
I'm very lucky that mine is open seven days a week and has a good prog collection.

I'm currently living in a small town in Pennsylvania (< 5,000 people) so the library is pretty humble.  We moved here from a Midwest city of about 150,000 though and they have an awesome library system with a main branch that was built a few years ago at a cost of more than $10M USD and a circulation of more than 1.5M books and periodicals, plus piles of CDs and videos including a surprising number of prog titles in both categories. 
They also have a dozen branch libraries scattered around the city and suburbs, a Bookmobile program and a program that delivers books to shut-ins and families with small children.  They even designed the main branch building to be homeless-friendly, which isn't as good as actually helping people not be homeless but shows some thought at least.

I live outside a small village, and the branch of the district library we have is rather small. Luckily if I really wanted to I could order books from most libraries in Michigan, I just don't.

I buy the books I want to read; ergo, the library holds no appeal.

The library in Vancouver has a great system but the best location by far is downtown, and I hate to go downtown.  Sometimes I get books transferred to my local branch.  Now I want to see what CDs they have, as i never considered that possibility.
