I vote for the first.

Hmm...none of those do much for me.....I'll have to look at my Wilson cds to see what trips my trigger when it comes to 'ballads'.
Not sure what qualifies as a ballad,...... two of my favorites by him are Don't Hate Me and Lazarus from his PT work.

The solo in Drive Home is like Aliens trying to communicate with us. Easy vote.

A really great guitar solo in this live video from 2013.

Like them all. Normally, I would go with Drive Home - but, I feel Happy Returns perfectly concludes HCE. Going with Happy Returns...

Happy Returns. IMO Hand.Cannot. Erase is his best solo album.

This. I love it so much.

Also "She's Moved On" is a good call.

Drive Home, definitely. My #1 SW song, followed by Deform, the previous #1 until TRTRTS came out.

To be honest, never thought of Steven Wilson as a master of ballads, but still...
'Drive Home' is great. 'Routine' is very good. Not sure if 'Veneno Para las Hadas' could be called a ballad, but I really like this song with its rainy sound.
Well, it's only speaking about his solo-career. If speaking about PT and the rest... that would be kinda more difficult to name only 3 ballads, I think

As far as I remember, Drive Home.

My immediate thoughts when I read the poll question ; Lips Of Ashes...........
..........now I struggle.........
I would say Drive Home in this poll, though there are many more quality ballads in his repertoire...........
