This dude (sometimes referred to Alain Bureau) made one album and a few singles in the 70's  - and it is mostly forgotten in its own country (Belgium , that is), vbut there is absolutely no doubt it belongs in PA

You'll find mostly everything you need to know about his only album (at least that I know of) in the YT link below

I'm listening to the album right now and can't see it fitting in eclectic, but I think it may still have some PA cred. I'd tip off the crossover team if I were you; I think the more song-oriented structures would feel most at home in their sub.

So far there have been three Yes votes, but as we are a four man team we have to wait until the fourth member has cast their vote before we can accept/reject. Unfortunately the last member is currently taking some important exams, but once they are completed it should be moved quickly

Do the Belgians usually sing in English? The ones I know tend to stick to French.
It'd be cool to hear some Belgian acts sing in Flemish or Walloon

Machiavel (French speakers) sung in English and dEUS (Flemish) as well
On the whole, Belgian rock music is sung in English, except if you want to play the regional Fl/Wal cards.
 
When it comes to pop, many French locutors sing in French, because France is a pretty big market.  Even some Flemish do as well (Axelle Red, Arno, to name a few), and they've done quite well south or the border.
 
Oddly enough some Belgian French-singing singers have a regional career in Flanders and not in Wallonia (Jo Lemaire and Sandra Kim).
 
if a pop group or singer sings in Flemish (the dialects - there are many), he's only going for internal market (theoretically, not even The Netherlands) >> some like Clouseau went pretty big. Same with the Walloon dialects (there are also 6 or 7) , you're bound to stay regional, and going nowhere quick (William Dunker).
