Disclaimer: I'm fan of keyboards and cold to guitar music in general, especially all kinds of shredding and over-the-top soloing.

But what I enjoy is melodic, "singing" electric guitar, which is almost like human voice (and can serve as substitute for vocal lines in instrumental pieces). Examples of guitarists in prog who play in such style are David Gilmour, Andy Latimer, Roine Stolt , occasionally Steve Hackett,  Steve Howe and Robert Fripp

Not necessarily prog but Jeff Beck would made his guitar sing, as well as Clapton and Jimi ~

Jeff Beck sure would be my pick; Steve Hackett, as you mentioned it, won't be a find but he's mine as the best. What he does on "In Memoriam" (cd Darktown) is a must. Then the duet with Guthrie Gowan on the last Nad Sylvan is a thing of heaven. In a more jazz rock direction, the mid seventies solo record of Jan Akkerman of Focus fame are still favorites.  The real find though could be Mario Millo in both is solo and band incarnations. Sunnier, a kind of Santana devoted to light prog. And on a still lighter note, what about Gary Moore, in his blues ballads albums, but even more on "Peter and the wolf" the prog collective (mostly Brand X alumnis) which reinterpret Prokofiev. But then he makes his guitar sings like ... a duck!

Can't believe Mascodagama mentioned The Bevis Frond.   That's a good thing.  

I've been meaning to write a Progarchives review for a Sun Dial album.  The Bevis Frond are forever intertwined in my mind with Sun Dial.

Been digging the Frond for almost 30 years now! A statement that slightly amazes me - damn, I'm ancient.

Edhels Oriental Christmas. I couldn't find any of it on YouTube. Lots of guitar spotlighted throughout. The solos have kind of a Hackett feeling with glorious sustained notes, and occasional Fripp sensibility at times too. The rest of the instrumentation is like a modern-day backing track, not inherently interesting on its own, but just functions as a platform for the guitar. There are some pieces from another album on YouTube, but I think Oriental Christmas targets what the OP is looking for a little better.

You are missing Riverside. Perhaps also Oldfield? But there it is more like the whole music sings, I guess.
