Asgard - Imago Mundi (7 reviews) Great album, lot of emotion and power, Kiko Groso amazing vocalist
Ef - Give Me Beauty or Give Me Death   (3 reviews) perfect post rock made in sweden 
Eksi Ekso - I´Am Your b*****d Wings (4 reviews) one of my favorites, perfect album, post rock with fragile vocals and violins
Koi - In Tomorrow Hid Yesterday (1 review)  another hiden gem from Sweden, melancholic and autumnal, my fav album of 2010
Timothy Pure - Island Of The Misfit Toys (6 reviews) emotional prog rock, a mix between pink floyd and porcupine Tree
The Amber Light - Goodbye To Dusk Farewell To Dawn (7 reviews) prog related, if you like radiohead, talk talk and Sigur Ros, emotional and modern
Ines - Hunting The Fox (3 reviews) great bombastic neo from Germany, Ines its a great composer and keyboardist
The Church - Man Woman Life Death Infinity (No reviews) great and overlooked album by The Church, psychedelic and melodic, great!
Ezra Winston - Myth Of The Chrysavides (6 reviews) This album made by the Italians Ezra Winston its great, only edited in vynil format (1988) by Musea, a classic, if you like neo with acoustic parts, go for it!
Dagmahr - As Far As We Get (3 reviews) If you like VDGG (still life period) with a singer like Peter Gabriel give it a chance now!
Sense - Stone in The Sky (1 review) great crossover prog by this canadian band from Quebec, I enjoy it a lot
Hour Of The Shipwreck - The Hour Is Upon Us (1 review) my fav album of 2008, heavy, dramatic, delicate, sensitive, very personal and unique sound, highly recommend it

I struggled to think of any

IO Earth - Acoustic Vol 1
Davy O'List - Second Thoughts
John Hackett & Nick Fletcher - Beyond The Stars
Sergio Alvarez - Escenas De Ficcion

none of those are particularly exciting though

Tin Spirits ( a band including Dave Gregory of BBT) have a couple of albums . The debut has 10 ratings but by far the best is Scorch which has 12 ratings. That is an absolute gem so I didn't want to not mention it!

Tangerine Dream - Pilots Of Purple Twilight (The Virgin Recordings 1980-1983) has only 7 ratings but is my favourite era this group.

Vezhlivy Otkaz - Guis-Lebedi is a top top all time album for me Russian avant folk, only 2 reviews!
Pikapika Teart - Moonberry - Russian avant folk - 4 reviews
Far Corner - Risk - Wisconsin based Avant Chamber Rock - 4 reviews
The Future Kings Of England - The Fate Of Old Mother Orvis - UK based folky / spacey rock - 5 reviews
Alec K Redfearn & The Eyesore - Sister Death - Rhode Island based accordion led avant acid folk - 2 reviews

Afasia - "Nelle Vesti Del Mio Ego"  ...one review

Outstanding combo of classic Italian prog influenced by Dream Theater type metal.  Concept album doubles as extended metaphor.

Thanks To Jared for mentioning Janison Edge.......Magenta  ( Element sounds like Booth to me which is fine), IQ, Marillion, and even Phideaux imho all rolled into one. 
Sadly I don't have any 'less than 10 reviews' bands to mention ....

Just Bulbs but close enough. ;)

Anyway, I also recommend Hoc by Franc Albir. No reviews on here at all despite having 22 ratings. This is really great symph prog.

 Toy Matinee's one & only album is very good. Kind of pop ARO with some prog elements.

probably at the beginning with the self titled debut. Checking this site their first 5 albums have remarkably similar ratings at between 3.87 and 3.94. Uncanny. I do like Solitude a lot , its very soulful and atmospheric. Aura is excellent as well but you can't really go wrong with any of them.
