Felperc is a band/pseudonym for a person from Vienna, Austria, but that is all I know because I can't find any info about them online. At all. I found a recent album from them on bandcamp and it was very high quality and they have albums on there dating back to 2011.

I also found a facebook account by them, but it didn't really reveal any info about them. Maybe I am just missing something, but I can't find any info about them online.

Félperc is the post-rock project of Tibrus István, originally from Szombathely, Hungary, which he started back in 2008. After a 9-year hiatus, he returned with the album 'Questions', which he released on July 28, 2019. He is currently based in Vienna, Austria and his most recent releases (since 2020) are on most streaming platforms, where copyright is stated as 3239606 Records DK. His biography from that last link above (his facebook fan group) is "Once I bought a guitar, then I played it, then I recorded myself playing, the end".

And that's probably as much as he really wants to say, though the Hammer World feature may be worth getting hold of if anyone can help out with that.

He may possibly provide some more info if someone contacts him via facebook messenger (see the facebook.com/istvan.tirbus/ link above).

Edit: For what it's worth, his project name of "Félperc" translates to "Half minute".

Impression on the first track: Very nice but he hear mainly newage. It reminds me to Mark Isham's Tibet or some Windham Hill. But...never stop at the first impression. The relaxing keyboard soundscape is later replaced by a more noisy version of that melody. Ok, it's not newage.

The second track is back to the quietness, but this time it's guitar instead of keys. I find it close to other post-rock bands like i.e. Yojo, but it also reminds me of Interstellar.

The third track remains in this area. Ok, it's post-rock, let's go for a YES.
