This poll deals with years ending with nine. So like the "Five" polls we will get two polls and a total of six years of five albums in each.
This poll features albums from 1999, 2009 and 2019.
I'm missing some of my absolute favourites from these years, but I'm just trying to mix it up a bit, trying to be more inclusive I guess you could say with my picks.

Another nice poll. The three of these I know the best are Gosta Berlings Saga's Detta Har hant, Magma's Emehntehtt-Re and Motorpsycho's The Crucible. I was tempted to vote for my favourite GBS album, especially as I don't expect it to "do well" in the poll, but that Magma has been very significant to me. Oh that knee, you gotta love that knee... (some misheard by me lyrics from it).

By the way, while those albums do well in my lists, my top ranked for those years right now at the AP charts are:
1999: Fishmans - 98.12.28 男達の別れ (98.12.28 Otokotachi No Wakare) (Live album, added to PA recently)
2009: Natural Snow Buildings - Daughter of Darkness (added to PA recently)
2019: Lingua Ignota - Caligula (not in PA)

Watching while most appreciating a sunset in the moment need not diminish all the glorious sunsets I have observed before. It can be much like that with music for me.

I actually voted for Gosta Berlings Saga before seeing your post. The other two in the running were Motorpsycho and Stephan Thelen. I can't blame you for picking Magma. Hard to believe it was the album of the year on here for 2009.

I honestly thought Big Big Train, The Flower Kings and IQ would split votes, boy was I wrong.

Porcupine Tree, Anekdoten, Gosta Berling's Saga, Stephan Thelen, Jordsjo. Today I feel most like Anekdoten.

My favourite old school Anathema record before they changed their sound on We're Here Because We're Here.

Astra were at that point the great hope of prog releasing 2 splendid albums but sadly then just stopped. The Weirding is everything I like about 'modern' prog.

The Weirding! The mellotron!
A couple of related albums I highly recommend are Brian Ellis' "Quipu" from 2011, and BIRTH who are the new incarnation you could say of ASTRA. I'm a huge fan of both. In fact they named themselves BIRTH after the opening song on that Quipu album.

Music has always been a matter of energy to me. On some nights I believe that a car with the needle on empty can run 50 more miles if you have the right music very loud on the radio. Hunter S Thompson

Big Big Train Underfall Yard. My favorite album from them. Porcupine Tree would slide into the second position.
