I just about fell out of my chair when I realised he wasn't on PA. I can only assume people simply haven't heard Tilt and The Drift.

I don't suggest with categories in mind (I probably should, but I'm not au fait with a lot of them- didn't know Zeuhl even existed till I came here a few days ago- and as a person like to avoid over-compartmentalisation) but yes, avant prog sounds right.

Everyone seems to think he belongs in Avant, but I would have suggested Crossover. Either way he should be here, although he obviously has nothing to do with progressive rock.

I wasn't that familiar with his music, and although we have avant pop music in Avant Prog, I think Crossover makes sense.

I have only listened to his first four albums from the 1960s. It kind of sounds like Frank Sinatra losing his mind in a subtle sort of way. But there is more to it than that. Even the music, which is a mellow, lounge-like band with a small orchestra behind it, seems significantly different from others of this time period, again in a subtle way. I only vaguely remember a song where the notes played just went into directions you wouldn't normally expect for this style of muisc, and the interesting thing is that you had to listen closely to notice these oddities.
 
Based on only listening to his first four, I would say it isn't progressive rock. It is progressive in the literal sense of the word, but not rock. Apparently I need to get his later stuff. It seems a lot of you consider this later period in Walker's career significant enough to be worthy of PA. Looks like I have to add these to my list of things to get.
 
I'll second the Crossover idea.
