That sample is not prog electronic at all, I think it's what is called "field recording". Maybe you can upload yourself some representative samples on YouTube? You'd do the artist a favour with this too.

EDIT: I see you mentioned field recording yourself. From what I know, field recordings are not included in the scope of the prog electronic category of PA.

His stuff is not just pure field recordings it is the manipulating of things like that and there are some artists under the prog electronic that I can see no other reason for them being there.
EX. The Japanese noise artist Aube is on here, and I was kind of surprised because I though tthat stuff like Merzbow and noise artists were not under the scope of this site either, but I found out he takes a "field recording" or some other object that makes sound, and then manipulates so that you can not even tell what the original sound sample came from.

In that case, providing some samples that prove his eligibility would be a good idea. Like I said in another suggestion thread if yours, you could send some mp3 files to Philippe, or you could upload some on YouTube.
