Inner City Unit are by far my favourite punk band. They played a kind of prog punk. Their best albums are "Pass Out!", "Punkadelic" and "The President Tapes". Here a few live videos of them:

The Ruts were Ska?Confused
The Vibrators debut was Punk..ish and the second was just great. They were definitely considered Punk though.....of the softer type, Trouble is. most true Punk bands aren;t very well known as they weren't to succesful.
Buzzcocks...their first EP is surely Punk or in the spirit of Punk, but they certainly became a poppy version of it in their debut album.

Sham 69.......definitely Punk ( later becoming a joke)
