I am still cloudy as to what he is saying in spite of the clarification, but from what I can gather Agi is underwater off the coast of Australia and there are some Dum Dum boys (a rap / comedian group?) who are scuba diving in and around him.

Apparently, the DumDum boys are a Norwegian punk band. I thought I remembered there being a rap band of that name; although I was thinking that they may have been comedians who made prank phone calls and recorded them.

Dumdum Boys are Norway's kings of rock as far as I'm concerned. Started out as the punk band Wannskręk, then changed their name and became a more of a mainstream rock band.
