On "Torn by a Phrase" by A.C.T what instrument is being played after the 2nd chorus when all the instruments go quiet and you hear that light, fluttering like sound?

It could be many types of aerophones, but it sounds like a portative (or it's digital incarnation).

Thanks. Would a portative be the same as an electronic keyboard is to a piano?

If I understand your relation properly - no. Portative is similar to a church organ, just much smaller. It's also producing sound with the stream of air through the tube. I made a hyperlink in a word "portative" in a previous post, in case you didn't notice it, you can click on a following link, it's quite good web site about portative organs: http://home.arcor.de/vloite/ When I said or it's digital incarnation I simply meant that it could be sampled sound of old portative organ played through electronic keyboard - in a same way as a sound of a real piano or real acoustic guitar could be sampled on a keyboard - identical sound, but different instrument behaviour.
