That's correct as far as it goes. But it's not the whole story, because it amounts to trusting what lawyers call prosecutorial discretion.

The U.S. Justice Department made the same argument in its unsuccessful defense of the Communications Decency Act. Prosecutors claimed that the CDA was constitutional because the Justice Department would never apply it in an unconstitutional manner.

The quote refers to the CDA bill and not this one, but the assertion still applies -- here we have yet another example of an agent of our government telling us not to trust them!  This has happened before with congressmen like the late Paul Wellstone of Minnesota, the retired Dick Armey, and Russ Feingold of Wisconsin, who have repeatedly warned that bills like the 'patriot act', 'p II', and bills like this one serve up our hard-fought rights on a silver platter to civil 'servants' who don't necessarily have the capacity (or the motivation) to act in ways that would protect our best interests.  How much clearer does this message have to be before citizens wake up and realize we are allowing our civil liberties to be taken away at an alarming rate?  21st century sedition acts can't be far behind.  I swear, next time I hear an American say that they don't have a problem with the government doing things to curb our civil liberties because they trust the government to act 'in our best interests' and that these things are necessary to 'protect us', I'm going to punch them in the nose and steal their wallet and their wife -- so I can manage their valuables for them 'in their best interests'.
