There are albums which do not have a bad track. They may not have a standout track either, but their consistency means they can stand repeated listening over many years. The following is my choice. They are not all progressive, but because they have progressive elements I found them difficult to avoid:
 
Dark Side of the Moon by Pink Floyd
Close to the Edge by Yes
Moontan by Golden Earring
Agents of Fortune by Blue Oyster Cult
The Real Thing by Faith No More
Court of the Crimson King by King Crimson
Abbey Road by The Beatles
Boston by Boston
Kansas by Kansas
Danger Money by UK
Book Early by City Boy
Baker Gurvitz Army by Baker Gurvitz Army
Paranoid by Black Sabbath 
Brain Salad Surgery by ELP
Assortment by Atomic Rooster
 
Any others?

Probably Zappa & Led Zeppelin's whole discography I'd say are very strong for me.Oh and of course The Mars Volta.

VDGG made several.  All albums from H to he till Still Life are pretty much flawless. Also Pink Floyd made some, DSOTM, WYWH, Animals, The Final Cut, and Rush's Permanent Waves is pretty consistent too I think.

Wishbone Ash - Argus.

There is not a bad NOTE on that album.

Moontan is also exceptional throughout, as is Sleepwalking by Gerry Rafferty (don't confuse this with City to City or Night Owl; this is pure prog of the highest quality).

Amon Duul 2 - Wolf City ... one of the finest rock albums ever done.
Amon Duul 2 - Dance of the Lemmings ... I'm not sure that a 3minute society that is prepetrating prog can even listen to this.

Klaus Schulze - X (Ten) and Audentity
Guru Guru - Kanguru
Popol Vuh - Hosianna Mantra - In the Pharaoh's Garden
Terje Rypdal/David Darling - Eos (I dare the prog'rs here to ever sit through this one!)
Egberto Gismonti - No Caipira
Nektar - Recycled
Yes - Tales of Topographic Oceans
Jethro Tull - A Passion Play
Riuichi Sakamoto - Beauty
Sadistic Mika Band - Hot Menu
Vangelis - El Greco
Aphrodite's Child - 666 (Specially since it was done in 1968 !!! -- unbelivable!)
Magma - Mekanik Destructiv (spelling)
 
... and there are a lot more ... we just have to get you guys to cross listen a bit more ... variety is the spice of life and there is a lot more music out there ... we just have to listen to it some more in stead of being so stuck on more commercial sounds and beats ... listen to music!!!!

-- Moontan by Golden Earring - The best cut in there is "Are You Receiving Me?" .... not the hit song!
-- Court of the Crimson King by King Crimson - No question
-- Abbey Road by The Beatles - You bet
-- Anthony Phillips Geese & the Ghost - I'm partial to a lot of his work, and have quite a few of them. I have yet to find one of them that is boring and not listenable all the way through and not wanting more.
-- Porcupine Tree Signify, Lightbulb Sun - I like their early stuff but really thought Deadwing was their most complete and satisfying album ... but that's not to say they were not good ... very good and then some ... get teh DVD .. it's even better.
-- Bo Hansson Magician's Hat ... finally this guy gets a positive mention ... he deserves it specially looking at the time it was done.
-- Eloy Power & Passion ... ok ... nice ... also the sister bands Grobbschnitt with Solar Music and Jane III
-- Sensations' Fix Portable Madness ... Finest Finger!
-- Renaissance Live at Carnegie Hall --- Turn of the Cards ... or Ashes are Burning
-- Strawbs Hero and Heroine -- I love this album ... but I am aslo attached to the follow up called "Ghosts" which some seem to not enjoy and I do. Also .. Headlines has a couple of really nice things, but then everyone of this bands albums always has a couple of nice things.
Strange to see Black Sabbath listed ... it is not a prog band and was just another hit band on the FM band for music ... longer cut, that's all ... but that is not taking away from their abilities and work. I do think that their best album is the one that really kicks up the notch and not try to be "cool" ... and it's called "Sabbath Bloody Sabbath" ...

As a huge BOC fan (see my avatar), I will have to disagree with you on that one. In fact, I think Agents of Fortune is one of the band's weakest albums - personally, I would have rather chosen Secret Treaties or even Fire of Unknown Origin in terms of overall consistency. I also believe Trilogy or ELP's debut album to be more consistent than BSS. However, this is my personal opinion, which obviously is not infallible.

Some great recent albums that I keep going back to (and suspect I will for several years) are:
 
Doomsday Afternoon by Phideaux
Circus of Life by Magic Pie
Hollow by Little Atlas
 
These albums are remarkably consistent in the quality control department.
 
I must also add a very special favourite of mine:
 
Gathering Speed by Big Big Train
 
At first I thought this album was OK, but nothing to rave about.  However, I have now heard it at least 20 times and am beguiled by it.  Every note and sound is perfectly placed and its poignancy is overwhelming.
